Fight Medicaid Cuts!


CHES Foundation, along with ATHN, Coalition for Hemophilia B, Hemophilia Alliance, HFA, Hope Charities, NBDF, and the U.S. HTC Network demand that lawmakers reject Medicaid cuts and policy changes that jeopardize access to insurance for millions of Americans. 

As early as May 7, 2025, the House Energy and Commerce Committee will begin debate on a budget reconciliation bill. The Committee is tasked with cutting $880 billion in spending from programs within its jurisdiction – including, most notably, Medicaid. 

The anticipated cuts threaten access to care for a substantial share of our community.  Medicaid provides quality and affordable health care coverage for an estimated 30% of bleeding disorders patients. Without Medicaid, many lower-income people with bleeding disorders could not regularly access the medication, treatment, and care coordination they need to live healthy and productive lives. 

The policies up for debate will likely include: 

  • Reducing the federal matching rate for Medicaid. Lowering the federal matching rate would shift unsustainable costs to the states, triggering program rollbacks and ultimately forcing an end to Medicaid expansion coverage for non-disabled adults. 

  • Imposing “work reporting requirements” as a condition for adults to keep their Medicaid coverage. Medicaid work reporting requirements create obstacles that people have to navigate to get and keep their health coverage. The extra red tape is expensive and counterproductive: the vast majority of Medicaid enrollees already work or qualify for an exemption, and evidence shows that cutting off health coverage does not encourage people to stay employed. A March 2025 study by the Urban Institute estimates that implementation of a national work reporting requirement could end Medicaid coverage for 5 million people.

  • Curtailing taxes on hospitals and other healthcare providers (a mechanism used by 49 states to finance some of the states’ share of Medicaid costs – learn more here). This policy change would cause states to lose state dollars and federal matching funds, imperiling Medicaid expansion and the sustainability of safety net providers. 


All these policies would cause coverage losses and would threaten access to care for people with high-cost conditions such as bleeding disorders.
